Broome County Only: Broome County has received a small amount of special assistance funding for flood survivors. Grants of up to $2,500 can be made to low-income families to fill in gaps not covered by other flood assistance, including rental, food, utilities, and furniture costs. Disaster Assistance Centers are open 8 am to 8 pm daily until further notice. Representatives from state and local government as well as local agencies and volunteer groups are available to provide information and assistance with disaster recovery. Homeowners, renters and small business operators are welcome. Bring ID, proof of residence, insurance policies, and proof of flood damage (such as photos) with you when you go.

Note: The following counties in our service area have been declared federal disaster areas: Broome, Chenango, Delaware, Otsego, Tioga. The following should be applicable in those counties.

The IRS has a special rule for a presidentially-declared disaster area that may allow you to get money back now on what would usually be claimed on your 2006 Form 1040.

If you live in such an area, and have a deductible loss, you can choose to deduct that loss on your 2005 tax return. If you have already filed your return for 2005, get IRS form 1040X for individuals (or form 1120X for corporations).

Union

Flood-related pickups will occur Wednesday and Saturday in the Shady Drive area, Fairmont Park and West Corners. In other areas, flood debris pickups will occur on a rotating basis after the crews have finished their regular pickups. Yard-waste pickups are suspended until further notice.

Vestal

Dumpsters are available at:

Town highway crews will also pick up debris on the curb.

Chenango County

Tipping fees will be waived at the county landfill for flood debris. Put your "white goods" (appliances) in a separate area so they can later be transferred to a different location. Private haulers, use the Town of Pharsalia landfill.

Delaware County

As of Thursday morning, 7/6, we don't know if any sites are available. Officials were reportedly setting up hazardous waste collection sites for petroleum at Hancock Central School bus garage, and for petroleum and household waste at the Deposit Department of Public works.

Tioga County

Put debris (except appliances) on the curb for pickup. Damaged appliances will be picked up at a later time.


According to Broome County Social Services, cash or in-kind assistance, provided for flood-related relief, to people living in counties designated as Federal Disaster Areas will NOT be counted as income or assets when determining eligibility for Medicaid, SSI, or related benefits for a limited time period, as described below. Such assistance may include FEMA grants, NYS Individual and Family grants, and grants from local municipalities or charities.

Time Limitation: Generally, you have 9 months to expend any cash assistance received. Cash will be counted as income after 9 months unless you apply for, and receive, an extension for another 9 months. You can only get an extension for "good cause", meaning that due to circumstances beyond your control, you could not contract for, or complete, necessary repairs or replacements. The original purpose for which you received the assistance won't affect your eligibility. So, for example, if your car and your house were both damaged in the flood, and you receive a check from your auto insurance company to cover repairs to your car, you can decide not to fix the car and apply that money to repairs to your house instead. But you must at least contract for those home repairs within 9 months of when you receive the money, or apply for and receive a further 9-month extension, in order for that insurance check to be excluded as income for your benefits eligibility purposes.

A federal law, the "McKinney-Vento Act", mandates that students displaced from their home districts due to natural disaster can continue attend school in, and receive all school-related services from, their home districts as long as their temporary housing is within a 50-mile radius of the home district.
