Aging Consumer Directed Services
Aging Consumer Directed Services (ACDS) is a program designed for eligible individuals aged 60 and older who want to maintain independence by directing their own in-home care.
ACDS allows consumers to hire, train, supervise, schedule, and terminate their own Personal Assistants (PAs). PAs can include trusted family members (with some exclusions), neighbors, or friends. This non-Medicaid program is available to older adults who meet eligibility criteria established by the local Aging Services agency, which also determines the number of authorized service hours.
STIC serves as the Fiscal Intermediary (FI) for ACDS. In this role, we:
- Help implement the program in accordance with state and local guidelines
- Work directly with consumers to support self-direction
- Manage payroll, benefits, and tax reporting for PAs
- Ensure compliance with any applicable state or federal requirements
ACDS is overseen at STIC by the CDPAP Department
Eligibility: 60 years of age or older and not Medicaid eligible.
