Consumer Directed Personal Assistance Program (CDPAP)

The Consumer Directed Personal Assistance Program (CDPAP) is a program where STIC is the Facilitator Partnered with Public Partnerships, LLC (PPL), who is the Fiscal Intermediary (FI) and joint employer.

Aging Consumer Directed Services (ACDS)

The Aging Consumer Directed Services is a program where STIC is the Fiscal Intermediary (FI) contracted with local Area Agencies on Aging.

Personal Assistant (PA) Employment

In both CDPAP and ACDS, Personal Assistants (PAs) are hired and supervised directly by the consumer, not by STIC. The consumer is the PA’s employer and is responsible for hiring, training, scheduling, supervising, and, if necessary, terminating their PA.

How to Become a Personal Assistant

To work as a PA in CDPAP or ACDS, an individual must first be hired by the consumer. The consumer then notifies STIC—either directly (CDPAP) or by submitting a Personal Assistant Information Form (ACDS), which initiates the PA registration/enrollment process which includes:

​• Completion of required medical documentation which includes a physical, TB test & TB Risk Assessment,  proof of two MMR vaccinations or ​ ​ ​complete required bloodwork and a completed Drug Attestation form.

​• Completion of all required CDPAP registration or ACDS enrollment forms, and State-mandated trainings.
