CONSUMER DIRECTED PERSONAL ASSISTANCE
CDPAP is a Medicaid funded program that allows people who require personal care assistance to hire, train, supervise, schedule, and terminate their own Personal Assistants (including most family members, a neighbor or a friend). CDPAP is an alternative to traditional home care to assist with housekeeping, bathing, dressing, eating and other daily tasks.
STIC is a CDPAP Facilitator in partnership with Public Partnerships LLC (PPL), the Statewide Fiscal Intermediary (SWFI) designated by New York State. Through this partnership, STIC helps people with disabilities retain control over their own care by supporting them in the administration of CDPAP services. This includes:
- Assistance with Consumer and Personal Assistant (PA) registration
- Support completing necessary forms and documentation
- Training and guidance on roles, responsibilities, and compliance
- Help with Electronic Visit Verification (EVV) and time tracking
- Ongoing support to empower consumers in managing their care
STIC takes a person-centered, consumer-directed approach to CDPAP facilitation, reinforcing the values of independence, choice, and self-determination.
Eligibility: Eligibility for Medicaid CDPAP is determined through an assessment by the New York Independent Assessor Program (NYIAP.)
Service Area: Broome, Cayuga, Chemung, Chenango, Cortland, Delaware, Madison, Onondaga, Otsego, Schoharie, Schuyler, Seneca, Steuben, Tioga, Tompkins, and Yates.
